Dual Criminality Requirement


“[N]o offense is extraditable unless it is criminal in both jurisdictions, and principle of “specialty” which limits prosecution in the requesting country to those extraditable offenses established by the facts on which extradition has been granted by the asylum country, an explicit finding must be made regarding extraditability of each charge.” [Caplan v.
